Becky Motal has more than 30 years of professional experience in the water andelectric utility industries. She currently is general manager of LCRA, a Texaspublic service agency that provides energy, water and community services in andaround Central Texas without tax dollars.As general manager, Motal carries out LCRA Board policy, manages LCRA'srelationships with its customers, appoints and directs the executive staff, andoversees the business planning process and projects and operations that supportLCRA's public service mission.Motal’s previous LCRA experience includes serving as executive manager ofExternal Affairs. In this role, she coordinated LCRA’s activities with thevarious agencies that have regulatory and environmental oversightresponsibilities over LCRA. She oversaw Public Affairs, including relationshipswith county and local governments, corporate environmental affairs and LCRA’scustomer service support functions. She also has managed LCRA’s Economic andFinancial Planning, where she oversaw strategic and financial planning, economicand electric load forecasting, and preparation of annual financial and businessplans. Prior to joining LCRA in 1987, Motal held executive positions in stateregulatory agencies overseeing water quality planning and state and federal loanand grant programs that relate to water quality and development. She also wasdirector of Legal Services with the Texas State Board of Insurance, where sherepresented the commissioner of insurance on rate and regulatory matters. Motal’s management expertise includes strategic planning, policy analysis,regulatory oversight, forecasting and budgeting, policy development, regulatoryoversight, rate development and professional staff development.
